This week the US PGA Tour is holding the first major of the year, with the pros going to Augusta, Georgia to play The Masters.
Let's look at the Golf CLi and see who the top 15 players are for the tournament ranked by the CLi figure.

Wow! Look at all of those low CLi figures. The top nine (9) players are all under 12, with the top five (5) under 10. Only one player has a CLi greater than 20, and that is the 15th player, Tim Clark with a CLi of 20.40. So all of the CLi figures are low for the top 15 players in the CLi rankings this week.
This week it would be unintelligent and unthoughtful to not pick Tiger. As one can see, the CLi calculation thinks he will place no lower than second (CLi: 1.50). And he definitely has the lowest CLi, ahead of Vijay by 2.50 CLi points.
Actually, the top five (5) players in the CLi rankings look good. The one player that is an iffy proposition is Goosen. Up until a month ago, he was playing very poorly for his standards. Since then he has turned a corner it looks like in his game. Don't know if this improvement will continue at the Masters this week. He does play well at the Masters, however. It will all depend on how his putter treatments him (and how he treats his putter).
I will trust the CLi this week, and go with the top five (5) in the CLi rankings.
So the Tour Outsider picks for the Masters are:

The Tour Insider's (Dave Shedloski) picks are:
We have 1 player in common in this tournament: Woods. Go figure, who wouldn't include Woods in their picks this week?
